19th Century British Newspapers

The British Library sent me an email message about this new service (maybe the better word is "product"). The pricing scheme sounds very odd to me; I don't expect it to generate much income. There is an option to search for "free content only", but it's impossible to tell where the barriers are. Note that only 49 titles have been digitized, a fraction of a fraction of the output of 19th century periodical publication. What's left out and why? Why these 49 titles?
